SOHCN

Southern Ohio Health Care Network

2006 - present

Formed the 34-county Southern Ohio Healthcare Network (SOHCN) under the sponsorship of several regional health care providers to advance collaboration and telemedicine in the region. Lack of adequate broadband identified as limiting factor. Won $16 million in funding from the FCC Rural Health Care Pilot Program. Through competitive bidding, selected a carrier partner to build a $30 million, 600-mile fiber-optic broadband network connecting more than 120 health care facilities in thirteen southern Ohio counties. Engineered the network including DWDM backbone and metro-Ethernet distribution. Managing relationships with the FCC and SOHCN members. Now pursuing funding under the FCC’s Healthcare Connect Fund as the largest consortium in the country.

Connecting Appalachia

Connecting Appalachia

Horizon Telcom - 2007 to present

RCG founded and built the “Connecting Appalachia” alliance across the region with the support of key regional leadership representing Congress, the Governor’s Office, county governments, K-12, health care and higher education. RCG created the subjective proposal, engineering plan, GIS mapping and demographic analysis to win $66 million in funding from the NTIA Broadband Technology and Opportunities Program to support the $95 million, 2,000-mile fiber-optic broadband project.

RCG provided implementation functions including network engineering, mapping, procurement of equipment and services, critical path analysis and managing the relationship with the NTIA. Now exploring wireless technology options for expanding into remaining unserved areas.

Illinois Century Network - 2007 to 2010

Created and executed a strategy for procuring $500 million in telecommunications services based on statewide 10-year contracts. Worked with technical teams to envision the future of the Illinois Century Network including the need for full lambda services and dark fiber for the backbone as well as metro-Ethernet connections for the clients. Wrote detailed RFPs and associated scoring criteria. Supported the bidding, scoring and awarding of the contracts.

Building upon RCG’s previous work with the Illinois Century Network, supported the State of Illinois’ application for the NTIA Broadband Technology Opportunity Program. Won $62.9 million to support the $88 million project to expand fiber-optic broadband services across 55 rural counties.

Conducted strategic planning with executives to determine technology needs to support the musical instrument company. Evaluated all existing infrastructure and software to identify strengths and weaknesses. Created an overall IT architecture and a prioritized list of projects to achieve their long-term goals. Based on the planning work, selected and deployed a new eCommerce platform running on physically diverse hosted servers.

Evaluated all existing infrastructure and software to identify strengths and weaknesses. Developed multi-year prioritized action plan.

Ohio Board of Regents - 2003 to 2004

The Ohio Board of Regents selected me to co-chair the implementation committee for this leading-edge statewide fiber network as it moved from leased services to a dark fiber-based backbone. Conducted financial analysis to support cost-sharing and rate-setting decisions for higher education members and other constituents including K-12 and government. Participated in technical design and analysis for the Dense Wave Division Multiplexing (DWDM) network.

OhioLINK Library Automation Project

Ohio Board of Regents - 1991 to 1998

OhioLINK provided my first statewide leadership role, starting first in support of the conceptual design working with library leadership and later conducting the bidding process and vendor selection. Participated in strategic planning, led the requirements definition process and conducted vendor selection for the statewide library automation system. Groundbreaking distributed computing design supported the autonomy of individual university libraries while creating a union database and seamless interlibrary loan solution. Led the team to determine server and networking requirements for participating universities. During implementation I was tasked with leading a team to create standards for implementation across the 20+ participating universities.
